DIY Layered Tulle Petticoat Tutorial from This Blog Is Not For You here. This pattern has an adjustable waistband (so you can lower or raise the length. The right photo is a single and double petticoat combined and on the left is a double petticoat. Tulle is a really inexpensive fabric.
